Possibly the most important and most controversial amendment in the Treaty of Space is the second amendment, limiting the presence of military personnel. This amendment was a large part of why Syracuse and Cramonia steered away from signing, believing this was a trap.
The ISC was made to enforce and employ the usage and legitimacy of the Treaty of Space, and will be a direct Coalition against any and all who go against the signing of the Treaty.
The treaty is permanent and cannot be undermined by its signatories. Amendments can be added if they meet specific criteria, including not contradicting the existing terms, benefiting all parties, and being agreed upon by the majority. Additionally, any changes must be approved by the head of the International Space Committee. The amendments must not introduce any bias, support the exploitation of space, or allow for the treaty to be compromised.
The summary promotes freedom in space exploration, prohibiting any country from claiming territory or using celestial land for large-scale commercial exploitation. Small-scale production is allowed if it supports space exploration.Permitted activities include:
Refuel stations for exploratory ships
Ecumene (non-governmental, law-abiding communities)
Colonization for scientific purposes (not government or military-driven)
Independent local governing bodies (limited in size and scope)
Spaceports, which local governing bodies can own and control
A militia for defense, limited in size and cost, to protect the community
Prohibited activities include:
Using land for military purposes
National territorial expansion on celestial bodies
Large-scale exploitation of celestial resources for economic gain
Establishing nations or civilizations for political influence in space affairs.
Governing body for a civilization on a celestial body must follow laws established in Article 1 and receive approval from the International Space Committee. They can create laws, but must adhere to these criteria.Key laws include:

The governing body is responsible for all actions in the civilization
Basic Kerbal rights must be upheld
The local government, composed of at least six representatives, votes on solutions to problems, and decisions are ratified by popular vote and reviewed by the International Space Committee. The community decides on appropriate punishments for crimes. Basic Kerbal Rights include:
Freedom of speech, press, religion, assembly, and petition
Life, liberty, and pursuit of happiness
Access to essential resources and transportation
Rights are only revoked if a person unjustly violates another’s rights, such as through murder or crime.
Terraforming, the process of making planets habitable, is popular among space programs like N.S.P., Kerbal Mechanical Labs, and Leviathan Flightworks. However, concerns about preserving natural planets have led to restrictions by the International Space Committee. Allowed for Terraforming:

Those who signed the treaty can defend any celestial body from unauthorized terraforming. All activities must follow the rules from Articles 1, 2, and 3 to ensure safety and uphold basic Kerbal rights.
